THE AUTHOR ...
Basil
FERNANDO, a Sri Lankan lawyer, was a senior human rights officer
with the human rights component of UNTAC and later the first
officer in charge and the chief of the legal unit of the Cambodia
office of the U.N. Centre for Human Rights.He is presently the
executive director of the Asian Human Rights Commission and the
Asian Legal Resource Centre.
