J. Basil Fernando, a Sri Lankan, is a graduate of the Faculty of Law of the University of Ceylon in Colombo. From his student days he has been committed to the struggle of the students and workers. His long involvement in human rights issues in his country was recognized when he obtained an international post in Hong Kong as an appeals counsellor for Vietnamese refugees.
